Tool ownership matters because duplicate managers make bootstrap and debugging harder than necessary.

The tool manifest records which layer owns each class of tool. The ownership matrix expands that policy into lane, owner, install, upgrade, apply, and validation boundaries for tools, editor packages, theme assets, and future CachyOS desktop commands.

When ownership overlaps, document why and keep the exception narrow.
